If your state has a sales tax, how about taxable items. Or canning jars filled with dry goods to make homemade soup. A cute gingham cover on top tied with raffia. There are zillions of recipes on line.
Here are a couple of sites.

Hit the dollar store---- cookie and cupcake making gift basket---cookie mix, frosting mix, cookie cutters, muffin tin liners, sprinkles, cake mix. OR spa gift basket---- inflatable bath pillow, fancy sponges, scented candles, bath gels, bath beads, body lotion etc. Pasta Gift basket---pasta, sprinkle cheese, canned or jar sauce, mushrooms, spaghetti fork, loaf of french bread if possible. OR Cheese and cracker basket-- several types of crackers, small tubs of cheese, sticks of pepperoni or summer sausage, after dinner mints, maybe even a bottle of non alcoholic sparkling cider.Hit the thrift stores for baskets on the cheap, and even odd napkins to line the baskets. Also---coffee and dessert basket-- several fancy coffees, cups, creamers, sugar, cookies or small cakes. Nearly all can be bought at a dollar store!! Gotta luv em!

My church donates the baskets to Teen Challenge. TC then in turn has an auction for them as thie primary fundraiser. The baskets my pastor's wife makes are always a huge hit. She usually does up at least 40, but this year she asked for help. I have made a Disney Princess and Tinkerbell basket from $Tree, with crayons and various toys. And I put together a pink bath basket. I found a red and green basket that I am making a Christmas Scrapbooking basket from my stash. I forgot about the food theme baskets, those are a good idea. Will keep shopping at home first, as the budget is +TIGHT+ as it is for many right now.
