Reserve remaining icing.
Stack and fill cake layers with orange icing. Then, lightly ice entire cake with orange icing.
Pipe black outline for eyes, nose, and mouth; smooth with finger dipped in cornstarch.
Using orange icing, pipe ruffles, starting at the bottom edge of the cake, up the sides and to the top center of the cake.
Repeat to completely cover the cake with ruffles. Holding the decorating bag at a 90° angle to the cake top, pipe a cluster of green pull-out stars, allowing the icing to ripple and touch pull-out stars next to it; top the column with a Green star.
